The bill would forbid local governmental bodies from creating restrictions that supposedly put a “significant burden” on religious practices in North Dakota. This burden is an arbitrary and dangerous standard. Under this legislation, religious organizations could continue to operate regardless of risk (such as a pandemic), while secular businesses would be shut down if deemed in the best interest of the general public.
